Yes. DCC chat and file transfer requests are not blocked. However, AnotherNet strongly urges users to limit DCC file transfer traffic on the network. Sending a DCC request to another user on any IRC-based network identifies your internet address to that user. If you're going to use DCC, you should make sure you trust the person you're sending to.
